Eksaé is a French software publisher that provides solutions exclusively to the public sector. With nearly 40 years’ experience and 100 employees across several sites in France, the company develops applications covering human resources, public finance, civil registration, and citizen relationship management.

In 2025, the end of its hosting infrastructure lifecycle prompted Eksaé to redesign its cloud architecture from the ground up. Rather than simply renewing its equipment through a like-for-like migration, the company chose to take a more strategic step: adopting an infrastructure that met the sovereignty requirements set out in French government security regulations.

This migration needed to address several key challenges:

• Ensuring sensitive data is hosted in an environment qualified by the French National Cybersecurity Agency (ANSSI).
• Maintaining optimal service continuity for over 900 public sector clients.
• Reducing operational costs related to maintenance and software licences.
• Building the technical autonomy to respond faster and manage incidents more effectively.

Eksaé opted to migrate all of its systems to a SecNumCloud-qualified infrastructure managed by OVHcloud. This choice came down to several key differentiators: (i) the ability to keep running its existing VMware environment without disruption, (ii) close, responsive support, and (iii) full regulatory compliance across the infrastructure provided.

Run as a ‘lift and shift’ project, the migration involved transferring 45 TB of data and setting up a dual-site architecture to support production and business continuity. OVHcloud’s Professional Services team worked closely with Eksaé and a technical service provider to ensure the project’s success.

Eksaé relied on OVHcloud’s SecNumCloud-qualified Managed VMware vSphere, and the Network Security (NSX) range to have complete visibility over its infrastructure. The network was configured in line with the specific requirements of SecNumCloud’s (SNC) Secure Private Network (SPN).

For backup, the company opted for the Backup Licenses service (Veeam Backup & Replication licences), paired with a backup strategy built on OVHcloud’s Object Storage.

Meticulous preparation, combined with proactive communication, ensured a smooth transition with no service interruption for users.

Moving to a SecNumCloud environment marked a major milestone for Eksaé:

• Increased performance: processing times cut by half, and in some cases up to four times faster, particularly for the payroll calculation engines in HR.
• Enhanced autonomy: direct access to the hypervisor, with unprecedented transparency in infrastructure management.
• Controlled costs: billing broadly similar to the previous solution, now paired with a robust business continuity plan.
• Consolidated security: full visibility over updates, stronger resilience to risk, and full compliance with ANSSI standards.

These gains have not only strengthened customer trust, but they have also sharpened Eksaé’s commercial competitiveness by bringing its performance on a par with that of on-premises infrastructure.

What’s next?
Adopting the SecNumCloud standard is the first big step for Eksaé. The company is already looking at extending this approach to its containerised applications, and keeping a close eye on what’s next for sovereign PaaS offerings — databases, Kubernetes, and beyond. The aim: to keep innovating while giving clients the security and resilience they need.
