.GAL is available to any natural or legal person with a link to the Galician community. This link may be linguistic, cultural, touristic or commercial or of any other nature that is supportive of and not harmful to the Galician community. You can change the domain name owner directly, via your Control Panel . Go to the "Administration" section, then "Manage contacts". You can also make this change via the procedure detailed here.
